60 Day Rule

Is there a 60-day prohibition on the transfer of .com and .net domains, running from registration of the domain by owner wishing to transfer the domain?

If so, does anyone abide by this rule?

I'm familiar with this rule in the .info context, and wonder whether it also applies to .com and .net.
