They should say implantation of identification and tracking devices in people.

Each chip can and is custom to the individual. The concepts are good and do work. Applications are limitless.
The British Navy was experimenting with these with deep water divers. The idea was to monitor heart rate, body temp, and other vitals while down. Yes, these were literally being used for bio-feedback in real time. How well they performed, I do not know. That is perhaps all classified. My guess is they worked to a certain depth.
Other actual uses are for monitoring the whereabouts of people like Alzhimers patients (I believe the article mentions this) and other people who "wander" off. There are a few people who have had this device implanted (it only goes a couple of millimeters under the skin) which contains all the medical information of that individual. The sticking point to wide spread and adoption were the readers. Testing was very successful with the right scanners/readers. Upon examination, all past medical history and allergies were kept on the chip. This was extremely useful on patients with complex medical conditions or severe/deadly alergies. Much of this were like the Diabetic or Epilepsy Bracelets people used to wear.
A huge selling point and market that is very successful is livestock. Cattle rustling and theft was a big lose to beef farmers in Argentina and Patagonia. These chips implanted in the ear not only kept track of individual cows in the heard but also was successful in enabling the recovery of stolen livestock.
At the local animal shelter, every pet adopted has this implanted into their skin. This is all part of the adoption fee. This helps in not only identifying the dog and its owner but also if a dog was to ever get picked up by animal control and turned into the pound, the shelter could identify the dog and its owner.
All the above is actual live applications of the device.
This is all hypothetical but real possibilities. Imagine having an army of soldiers or a special strike force in places. With satellite or drone assistance, each soldier AS AN INDIVIDUAL could be monitored. Imagine if the soldier were merely a set of numbers (much like air traffic control) and the commander could deploy each individual soldier by looking at their positions.

This is the future and the wired soldier. Each person would have heart rate, respiratory rate, blood pressure displayed.

Vitals would show soldiers under stress or duress. Worst of all, it would show death.

So a strike force team or special ops could have not only contact with each other they would immediately know how to respond and adapt to any threat and any situation. If you know the whereabouts and the status of your team members, you know if your mission is a "go" or "abort".
These would also aide in the recovery of people.
I have no doubt that high profile people or those in danger of constant threat or abduction have had these implanted. They are about the size of a grain of rice. I am sure some statesmen and Presidents of Countries or mega corporations have had the implants.
This is not science fiction. This is not something in the future. This was a product at one time called
Digital Angel and has actually been in use for perhaps 6-8 years.
