1) No lag behind .com And if the search was made in the "local" language I would think the idn will do much better in rankings.

3) Depends on the specific registry. For com-org works the same way as ASCII

4) Maybe you're not sure what an IDN is (judging from your question). Idn IS a domain in local language, so this makes your question mute.

This автобазар.com is an IDN (Russian) The tlds are still in Ascii form.

You have languages where the words are in ascii form and it's not english. In portuguese for example we have words like "carro" (means car) and words like "televisão" (means television) and one is ascii and the other one is IDN. But we understand if you wright only "televisao"...

Development is the key, I think... but there are more type-in's in ascii then IDN. People type the words without accent's because it's more easy and we can wright faster.

And bear in mind that this is really different depending on the language. In Japanese, type-ins to ASCII domains are few because, naturally, spelling words in English is a challenge for a non-English speaker and transliterating Japanese into Englsh spelling is confusing as well. Therefore, almost all people in Japan use Yahoo or Google to navigate. They enter "amazon.com" in Japanese into the search bar and click on the first link. That, or they keep the site in their extensive bookmark collection.

So you could try to register football.jp but in my opinion it is practically worthless for type-in traffic. You would much rather have "football" in Japanese than ASCII. Hope that helps.
