I found a phrase on Overture that displays 8 advertisements, with these numbers:

(Advertiser's Max Bid: $15.50)
(Advertiser's Max Bid: $15.25)
(Advertiser's Max Bid: $0.45)
(Advertiser's Max Bid: $0.40)
(Advertiser's Max Bid: $0.39)
(Advertiser's Max Bid: $0.31)
(Advertiser's Max Bid: $0.10)
(Advertiser's Max Bid: $0.10)

The phrase was only searched less than 600 times in April 2006, though.

Is that big gap in the bid numbers normal?

If I think that the phrase will probably become more popular over time (it might also have temporary brief jumps in searches), would it be worth the time and money to buy a domain names and make a website about that phrase?

Keep in mind spot one's real paying bid is $15.26 and spot 2 drops to $0.46 cents.

If the person/company in spot 2 was to drop the max bid to $0.46 then spot one would only pay $0.47.

This isn't the amount you get per click but the amount the advertiser pays. You'll end up around 25%-45% of this amount per click.
