Advice on best way to transfer ownership of a website to reduce downtime

Hi

I was wondering if you buy a site off someone what is the best way to transfer the site and domain to reduce the downtime e.g. with nameserver propagation.

Do you:
Copy the site files onto your server.

Errr...now what do you do about the DNS and nameservers ? Which order.

Thanks for any help / advice.

Lately, when I change the dns of a domain name it starts tracking within a couple of minutes.. like 20 - 30 .. Sometimes an hour

Leave the existing site on the old servers during the move, and you should experience very little to no downtime at all.
