What is there to wait for?

Either the registrant got to keep the domain name, or it was transferred to the complainant. I haven't checked, but I doubt there were many cancellations, if any.

The STOP process ended on Dec. 20, 2002, when the last STOP decision was issued (involving the domain name postoffice.biz). I do not believe that there are any more STOP cases remaining, or that any further STOP cases can be filed. All new disputes involving .biz domains have to be filed under the UDRP, RDRP or taken to court.

You could contact someone at NeuLevel.biz for clarification.

"looks like these domains are being locked by the registry."

So?

In the budget decision, the respondent won, and would get to keep the domain name. The domain name is not going to drop. Obviously, many complainants decide to sue if they lose a domain name proceeding, and the registry locks the name when that happens.

Same story with tone.biz.

I still don't understand what it is you are expecting to happen to those domain names. If they are in litigation, they will stay locked until the litigation is over.
