What you mean they don't charge any registration fees.
Did you registered any domain name , and they went for auction.
Ok let me explain the whole process, when they launch pre landrush .asia registry tell every ICANN accredited registrar to sell .asia domain before it comes in public, and collect the money and hold it.
Now that time all registrar was using them own price , like by giving coupon code and credit if you call them.
so that time godaddy was selling for $20, domainmonster was only for $6 but some restriction, moniker was selling for $15 , i don't know other registrar price as i only used this .
Then whatever name was sold in pre landrush period has condition like any buddy can register same name by paying the fee , whatever your registrar charge.
so you can register xyz.asia and me too and your friends too, all we have to do is pay the fee before it comes in our hand.
The rules was if same name will registered by more than 2 person then that name goes in auction, and if it is registered only by one person then your registrar will give you that name, but not on register time that was whole process by which .asia registry check like is this name registered by 2 person or not, if no then they will notify your registrar to give the name to that person and charge the fees.
now after landrush period over .asia registry notice more than 45000 names was registered by 2 or more person, so all that goes for auction which is handled by pool.com and rest of the name will register on person's name who claim for it and take the fees.
now what happen in auction of that 45000 name is whoever won any name in auction only his registrar will charge him and the rest of the registrar who collect the money for same name will refund it back to appropriate person.
I hope you understand now, sorry for poor english.
