often (last time today) I seek interesting domains I want to use that are already registered but not used for a site, so ...

what do you think about the automatic loss of domains' ownership if never used, not even once, for a site, in one-two years?

One can use domains for:

Nameservers
Email servers
FTP servers
Game servers
Torrent servers

All of which do not require a 'site' to be present. How are you going to define, record or prove 'lack of use'?

it's exactly the rule I suggest to change ... you remain the owner of a domain only if you use it for "something" in one-two years

That 'something', as I pointed out, is hard to pinpoint, prove or disprove.

we can impose to owners to prove that if they want to continue to own it

Every measure that could lead to conflict is an impractical one.

Also, in case you didn't know, parking domains is a valid use - not just from a domainer's standpoint, but also as a defense during a UDRP. Even if a domain does not resolve to a web site, a domain is still owned just like land doesn't have to produce fruit or have a house built on it in order to have an owner.

There is no such thing as abandoned domains.

but we could put a max time limit also for domains parking

And how are you going to enforce that?

I can then park a domain for 2 years, throw up a page for a day, and move it back to parking.

The whole logic is flawed.

if that rule is made and applied we will see millions of new REAL websites (and also many new business, jobs, etc.)

Feel free to register domains in any of the new gTLDs when they become available.

maybe, but I've had this idea minutes ago, so, thinking about it more accurately, the best solution can be found

It's a horrible idea, that's never going to happen, so really no point in putting another minute's thought into it. Use your minutes productively.

I've had this idea because, today, I've tried to register a domain for a low cost (but real) website (that doesn't allow to buy a domain at high price) and I've found all best TLDs of this name already taken but NOT used

surely, I can find and register another name, but not the name I thought be perfect for this new website
