Becoming a panelist

How do something become a WIPO panelist (or are they just random people (lawyers?) appointed and there isn't a set group of them?)? It seems that many are not impartial and take favored sides, even before the process begins.

IMO this needs to stop and maybe we should get some domainers in there (I wouldn't mind doing it - I can be impartial to the point of being fully logical).
