Best place to find a web designer?

What is the best place/site/forum to find talented designers? I have found a couple here and there on a few domain forums, but it seems everyone does one project and is unreliable for repeat business. They respond at first and then disappear.

I am looking for someone to create logos, 1-2 page mini sites, and full web sites. It would be a plus if they were an illustrator as well.

What places or forums would you recommend I start my search or do you have someone you can recommend? I am not looking for the best designer out there, but not the cheapest either.

My advice would be to just learn web design for yourself, it really is not that hard after you get started, at least the basics.

I like 99designs set up contests so that you have a few designs to choose from. There are many other places to get design work done such as guru.com freelancer.com elance.com the list is endless

its hard to find good ones. most of the pros are self declared best of the best

programmersmeetdesigners is a good place. then again be careful to choose.

I don't know of a web designer, but I know of a VERY GOOD graphic designer, he's a true artist, his work speaks for itself.

He's not cheap though, a typical graphic will run you $300, but it's worth every penny...
