What kind of logos are you wanting to make? Just basic stuff? Photoshop and illustrator is the best I think.

Xara Designer. I've been using the pro versions for years. Download the 30 day trials of the different versions they offer & try them out. Check out their movies also to get an idea of what they are capable of. Awesome stuff for the prices.

If you just need a simple logo: LogoMaker.com looks promising. I know people who use TheLogoCreator.com. Gimp is also good.

Before Photoshop I used Micrografx Picture publisher... Great little program and very inexpensive, the problem is it doesn't work with Vista or W7..... Hopefully your still running XP.

Correction; I was using version 8 and it wouldn't work in a 64 bit OS... I see the latest version is 10, and it shows it's compatible, You can pick one up on ebay for $10 here;

Compared to the $180 I paid for the suite way back when, it's a bargain.

Just a heads up: those who are still using CS4 may want to pick up a cheap upgrade BEFORE CS6 hits the store, because Adobe plans to narrow down upgrade eligibility to just one full version back (i.e. CS5 or 5.5).

Older unopened (or guaranteed to have an unused code) software from ebay may be an idea too. I used to use Photoshop 7 time my old HD crashed. It still worked fine on Vista. I have no idea about Windows 7 compatibility. Unfortunately, I lost my disc and code. I bought a new copy of CS3 extended for $140 on ebay. Once I am using a 'real' computer again, I will use that. I am pretty sure that it will do all that my abilities will allow for some time to come as I hadn't pressed my old Photoshop 7 program to anywhere near the limit and I was making decent if definitely non-award winning logos with it!

Gimp is good. I still prefer Photoshop and Illustrator CS5. Having that said, if you are making a logo for your professional business, I suggest you pay a logo designer to do the work for you. I know how tempting it is to save money, but if you have never made a logo before nor have any graphic design background, I wouldn't take the chance. I have seen far to many people who have saved money and crippled their business(es). Do as you wish, but I strongly suggest you invest in a logo designer...

While I do think that good logos are highly desirable, I doubt that many businesses have failed due to a bad one if their product is good. Until fairly resent history, Walmart's logo was simply 'WAL-MART' in big block letters. It wasn't that long ago that 'Wal-Mart.com was their advertised domain name. Only in the past five years or so have they gone to 'Walmart.com' as their primary domain name and bought a decent if less than awe inspiring logo. Their competitor, Target, is just a dart board next to the script 'Target'. Its probably not far off what most of us would have thought of here. Lastly, as an (arguably truly bad) example, there is always Craig's List complete with a 'bad' domain name, no logo, and no graphics either, even! Yet they own the internet classified ad market. Make no mistake, simple needn't be bad. Keep it clean, uncluttered, basic, and highly readable unless you really know what you are doing.

I like inkscape for logos too - but it definitely requires some graphics skills.
