Blacklisted Domains, how to know?

If a domain has a blacklist history on whois.sc, from my understanding, that just simply means that specific IP block where the domain resides is blacklisted for spamming or for whatever reason. Is this correct? If so, is there a way to be more specific in identifying if a particular domain name is blacklisted?
