China's largest bonded port

Response to the Establishment of Tianjin Dongjiang Bonded Port". According to response, the
port is allowed to adopt special key reforms and opening-up measures as well as introduce
innovations in management in special Customs-supervised areas.
Located in Tianjin Binhai New Area, Tianjin Dongjiang Bonded Port is a part of Dongjiang
Port within the Port of Tianjin. It is the largest bonded port in China, with an area of 10
kilometers squared. It will offer services related especially to international cargo
transfer, international cargo distribution, international purchases and the transit of
international trade.

establish a bonded area on August 31, according to a conference held in the northern Chinaâ
s municipality on Thursday.
Tianjin Dongjiang Bonded Area was officially designated an experimental zone for opening
wider to the outside world, with comprehensive reforms drawing on the experiences of foreign
countries in such areas as customs clearance, foreign exchange, logistics, trade and
taxation.
"The move shows the central governmentâs determination in the acceleration of the
development of the Binhai New Area (BNA). The establishment of Tianjin Dongjiang Bonded Area
will further enhance the development of Tianjin port and lay solid foundation for the latter
to become the worldâs top port," said Yu Rumin, president of the Tianjin Port (Group)
Company.
The ready to establish Tianjin Dongjiang Bonded Area will include part of the logistics and
assembly area and the wharf operation area with an area of 10 square kilometers. The bonded
area will be set up in the BNA with an emphasis on international distribution, global
procurement and export processing. The development of the bonded area will be open to
international partners.
Four advantages
The establishment of Dongjiang Bonded Area is of strategic importance to the development of
the BNA. In the meantime, Tianjin port has advantages to set up a bonded area, said Yu.
First of all, The Tianjin Port has geographical advantages. Located at the converging point
of Beijing-Tianjin Urban Belt and Bohai -rim region, the port has a complete and sound
traffic network, industry manufacturing base, technical talents and comprehensive service
system. As the near port for the countryâs central and western areas and central and
western Asian countries, Tianjin port provides favorable conditions for the establishment of
a bonded area.
Secondly, Dongjiang Bonded Area can take advantage of the resources of Tianjin Port. The
bonded area will be part and parcel of Tianjin Port. As the major port in North China,
Tianjin Port has developing rapidly in the past years.
Tianjin Portâs cargo handling capacity reached 240 million tons in 2005, ranked sixth in
the world, and its container handling capacity, as measured in TEU (twenty-foot equivalent
unit), hit 4.8 million, ranked 16th in the world. It is forecasted that the portâs cargo
handling capacity will top 300 million tons and its container handling capacity will reach
10 million TEU in 2010. The promising future of Tianjin Port will provide important
development room for Dongjiang Bonded Area.
Thirdly, Dongjiang Bonded Area has predominant layout and building conditions. There are no
buildings, farmland and no issues involved in dismantlement and relocation of residents in
the bonded area which is surrounded by water on three sides.
Fourthly, Dongjiang Bonded Area, Tianjin Development Zone and Free Trade Zone abut one
another which help them complement one another in policies and development.
Under construction
Construction of a breakwater in Tianjin Port in July 2002, named the Big North Breakwater,
marked the start of eastablishing Tianjin Dongjiang Bonded Area. Even since then,
accumulative investment has totaled 2.65 billion yuan (US$334.6 million) in this project. At
present, two-square-kilometer-area has been shaped into land.
Meanwhile, the project of container berth and the infrastructure has been started. North
Port Container Berth, the first container berth project of Dongjiang Bonded Area, began to
construct in March 2006. The berth, funded by local government and Singapore PSA, will set
up six container berths, capable of accommodating 100,000 million TEU mega vessels, with a
quay length of 2,300 meters.
Construction of the first phase project in the logistics and assembly area, with an area of
2 square kilometers, will begin at the beginning of 2007. The infrastructure of office
buildings for relevant supervisory departments in the bonded area will also begin next year
and the 2 square kilometers service area will be finished in 2008. The project of making the
entire place with an area of 10 square kilometers shape into land will be completed in 2010.
Tianjin Port is stepping up its efforts in the layout and construction of Dongjiang Bonded
Area in line with relevant principals and requirements of Tianjin municipal government, said
Yu. The bonded area is aiming to be key economic part of international shipping and
logistics for North China and an experimental zone for reforms in port management system and
opening wider to the outside world.
