Has anyone been having problems receiving emails via CIRA's message delivery service (for registrants with Privacy ON)?

Difficult to answer that question...I guess you could test on your own domains.

I have. Sometimes I am given the contact form, sometimes it just directs me back to their private whois. It almost appears hit and miss.

Yes, I've tried on 2 different profiles, and not received either email, hence the post.

(It has worked in the past, but not over the last 2 days for me).

Prospective buyers that go through the hoops of this email process tend to be fairly serious.

Thats not good...you are right, anyone who goes through that pain in the neck process is at least semi-serious....
