For Sale Cira whois lookup directory change

Cira has changed the whois directory lookup policy as of today Mar 1, 2012 due to "security" reasons. Anyone have an idea what these security concerns are?

My guess is that CIRA does not want to generate domain 'suggestions' for cybersquatters.
They might also want to avoid enumeration of the .ca zone based on partial match queries.
