topbiz.cn sells .cn domain names for 60 yuan (which is 7.26 USD through exchange rates). Not sure if they are a registrar though. They also offer free domain space (with advertising) as well up til May 1st.

I am a reseller of topbiz.cn so I get prices even a little bit cheaper than that. I can also help you setup reseller accounts as well. Email me if you want me to set one up for you. No money needed unless you need a domain name registered. Not sure how I can handle the transactions though I can accept Paypal but I would have to deduct the Paypal fees before depositing into this account.

The main drawback is everything is in Chinese (including the DNS functions). Thus, it is not a good thing to use if you need to sell to your customers directly. However, if you help businesses design websites and the business doesn't care about DNS stuff, it might be worthwhile. Yes, they also offer free DNS services along with each domain name that you register.

Oh, this reseller account would have the same price for .com./.net/.biz domain names as well.
