Official estonian extentions are - edu.ee gov.ee riik.ee lib.ee med.ee com.ee pri.ee aip.ee org.ee fie.ee and .ee itself. Domain registration under is open only for the institutions registered in Estonia.
Accordingly, co.ee is simply a privately-owned domain name:

.ORG.EE and .MED.EE domains.

So, subdomain purchase with co.ee is somewhat similar to uk.com or eu.com - those private companies also sell subdomains under second-level domain they own (
www.centralnic.com)
