I am watching a domain name and the whois record says this:

Relevant Dates:
Registered on: 14-Jun-1999
Renewal Date: 14-Jun-2003
Last updated: 02-Mar-2000

Does it mean the domain expired on june 14th? If yes, when approximately could I expect it to drop and be available for registration?

Thanks for any replies!

I'm watching one domain detagged in March, 2001. No sign of it entering the suspended status yet. There are several ones detagged in early 2002 also.

It is normal for a .co.uk domains to remain detagged for years. So good luck for the domain expired in June, 03.

Read in a nominet newsletter that the process of releasing the .co.uk domains will become faster from summer this year but there is no sign of it happening yet.

It means that the registrar/tagholder has not yet paid the renewal fee to Nominet. As we get around 6 weeks grace, there is nothing unusual about this and I would not start to get too excited until another few weeks have passed or the domain gets detagged.
