I was in Mexico City this past July, 2011, and I made a point to look around at what the domains were that were being advertised on billboards and on businesses. I don't remember seeing a single business using the .mx ccTLD. Everyone was using the .com.mx ccTLD. Also, after talking to people while in the city they also looked at me funny when I asked if they ever saw the .mx domain. They then told me "No."
It actually makes sense to me that people are gravitating towards .com.mx -- it has .com in it, and we all know how successful .com is and how much we always want to type ".com" after everything we put into a browser. It fits right in with the reflex.
I don't mean to break up the party in here or anything, I'm just sayin'. Hopefully there is more insight that I am just not privy too.
