Creating a Free Webpage Site

I was thinking about the possibilty of starting up a "Free Webpage Website". I was wondering if anyone had any experience with either free webpages/email site(s) before and could offer up some opinions? Also, what are some names I should consider looking into buying/registering?

Look for domains with city or cities or any group domain.

These are hard sites to develop, maintain and the support is harder than most hosts can handle.

The scripts are available in HotScripts - but most webmasters remove them after a few headaches.
