Do keyword cctlds only rank well on Google when being searched for within the cctld's country itself

ie Am I correct in my understanding that a keyword .co.uk domain would only rank well in Google searches made from within the UK? Ie people in US will never come across a keyword .co.uk website if they enter the same Google search terms from within the US?

Google ranks some selected cctlds equally like the generic .com .net etc including co.uk, it will rank and anyone who seach
for the keyword will find the website any where in the world.
Though, Google has some extensions they considered for ranking, find them.here
