Yes! Most domainers don't have such a plan for many reasons as follows: who knows what tomorrow will bring in terms of laws and more, live is another thing and someone may come up tomorrow and highjack domain because of trademark issue etc.

Though, you are having a good plan but for one to do that, one should be ready for annual registration of at least for five years in other to make such domains become premium.

Question: Does this require making website on the domains or just to park them?

In such a dynamic industry it's pretty hard to think long term, even though you should be.

Look at how many algorithmic updates there has been with google just in 2012 to prove this point!

I tend to find that "long term" vision is synonymous with extremely successful people.
