I am selecting a domain, the domain is 15+ years old, and 11 times the user has changed and the domain was dropped 2 times, should I take the domain?

Sometimes even old domains are useless, I can't say much as you hidden that domain.

If the domain is being selected for your own use, or that of a client then buy it. If you are buying it to resell, then you need to be confident enough that your marketing abilities are better than the last 3 owners who bought it.
Either way, it's your money
