Definitely not. Domains in RGP are already deleted but sitting at the Registry,
pending either an RGP from its last registrar or its eventual release.

Now, as far as renewing it, it is a toss up.

Why?
Because I have done it.
The best course of action here is to get the owner to renew and then transfer.
Believe u me, it can be done.

Redemtion fee is applicable.

Any idea for how long Netsol allows you to renew an expired domain for the standard fee?

till about 30-40 days after expiration date for com/net/org

I did it in Enom a couple of times last year, and at registerfly.
It really depends on the registrar and your luck :)
