Do all dotca's incur a fee when transferring registrants?
Is there a registrar that does free pushes for dot ca.

The registrar incurs a fee, so its unlikely anyone is offering free pushes. The system will be changing late 2010 to become more like the other tlds where free pushes will be an option.

A 'change of registrant' does incur a fee for registrars. There are however certain ways to do this to avoid fees.

For example we can 'push' a .ca domain for free from one of our users to another so long as the registrant ID for the domain being 'pushed' has no other domains associated with it.

Yes the person "pushing" the domain has to only have one domain, or alternatively be pushing all their current domains to the receiver of the "push". A registrant merger effectively deletes the one registrant and transfers all the domians from their account to the receivers account.

Correct. This isn't always possible though. Especially since CIRA checks to make sure we aren't creating a new registrant profile when a similar one already exists.
