What hapened is that France and Holland rejected a common constitution
that would have created a more centralized (federal ) government , a system
similar to the United States, because of fears that these would lead to
further expansion that will create more unemployment, since new countries
that join the union are not usually in such a good shape as the ones that are
already members.
None of the EU countries really wants to pull out of the EU because of the
massive benefits the industry and citizens have due to the huge free market
(low or non-existent taxes between countries , no restrictions on hiring
workers from any other EU country that might be cheaper or better qualified.
