For Sale Expire Date

I have a quick question. I went to snap names to get a domain that would be great for my new site.

This is what it says,
Created on: 16-FEB-00
Expires on: 16-FEB-03
Does this mean I can buy it on 17-FEB-03?

The person may renew it before (or even few days after)
Feb 16, 2003. If he does, you have to think of some other name.
