Full PayPal account for resident from restricted country

Hello,

I'm residing in country where PayPal offers account with right to send money only (no right to receive money from other members - my PayPal account cannot operate as electronical wallet).

Is there any legal way how can I obtain PayPal account with full rights?

Nothing i can think of, other than moving to a different country which would be the stupidest thing to do just to be able to use PayPal.

You should be able to create a business in another country with a bank account, mailing address, etc. I want to say there is a service you can sign up for and they will accept mail in your name. Personally, I would look for another payment service.

e-gold, xoom, 2checkout if you want to accept credit cards.

if you have friends in other countries that PayPal offers the service, then ask your friend to open an account for you.
