GoDaddy question

What are the "Taxes" that GD charges some people and not others ?. I have friend in Singapore who says he never pays any Taxes to GoDaddy for domains, yet I know I do ?.

Any ideas why ?

Thanks and yes it COULD be, but that really takes me no further forward. GoDaddy put "Taxes" and an amount but do not explain WHAT the taxes are.They must surely be obliged under US Laws to state clearly and explicityl WHAT taxes they are charging ?. I can guess, but I want/need to know definitively.
