Staying away from the legal side, why don't you start out much smaller than 1mil? Say, $1K. Reach that goal, see if the site is even going to be remotely sucessful, and give out the first grand. then you have a winner, much sooner than 1 mil, and if your good on your word and pay out, word will travel and you can start to up the reward cash.

Yes, the site looks good for what it is - a single-page site. The only thing is, the lack of other pages or an address, indication of who you are, and so on, does give the impression that it's a scam, albeit a better-spelled and presented one than usual.
