Google Adsense for High CTR & Alternate Ad Networkf or Low CTR?

I have been developing a lot of new websites, but my problem was my overall Adsense earnings decreased because the CPCs were in a steady decline, I guess due to the fact that my websites were "less quality". I removed all of my low performance websites and ads from Google.

Which ad network do you suggest, from your personal experience, for...?
1) Websites with high traffic but bad CTR
2) Websites with decent CTR but low CPC
