Afternic has already been doing such auctions, in a similar format to what Sedo proposes, for years - that type auction format seems to work pretty well for lower priced names.

However, auctions have their limits - if anything, auctions may further encourage more experienced domainers to bypass Sedo and contact the seller directly and negotiate a price outside of Sedo; I for one generally dislike and avoid auctions.
