Can be inaccessible for certain locations periodically and geographically speaking. I had experienced this similar issue recently.

Sometimes a local ISP or one of Google's local servers may have gone down.
Checking it via proxify.com and via http://downforeveryoneorjustme.com/ is a good way to know if it's 'just you' or a more global issue.
