I sent a message to a few people and I just got a responce back..

What does he mean by the current rate on verisign?

the person who wrote to you is an idiot. he is trying to buy the domain from you for $35, the current price charged by networksolutions for a one-year registration of a domain.

Tell him something like this:

"Thank you for your interest in this domain. However, I must inform you that your offer is much too low. If you would like to make a more substantial offer, feel free to do so."

That is how I read it too, the price of the reg fee is what they would be willing to pay you.

sjp. Its not a great name. Take 100, and even go as far as creating an invoice (paypal, or whatever merchant acct you use). Tell them, "100 is my bottom line, click here to buy it now". This tactic has worked for me with bad names, that have a nibble.
