i waited 2 weeks.... it is not my own proxy and i cleared my cache using ipconfig /release

The site displays just fine. What proxy are you using? Perhaps it's them who has the issue. Unless you post the proxy there's not much more to help with.

ipconfig /release doesn't clear your cache, it releases your IP address. If you want to flush your DNS you would do a ipconfig /flushdns. But what smarouli meant was for you to clear your IE cache. Tools - Internet Options - Delete Files.
