Request 1: I am looking for anyone who has historical who.is info. Will pay a nominal fee to acquire.

Request 2: Also if anyone has developed any sort of automated tools for .ca who is, ie if I was looking for a list of domains registered in 2000, how would I get that list.

2. A programmer could create a program to search whois - will be hard to find.

They do indeed. You can go to their site and type in the domain you want the background info on. They will tell you for free what sort of historical information they have on it (ie how many records, and going how far back), but you won't be able to see the information unless you pay up.
