For development, I have could envision several ideas like:

1. A site about homeland security and protecting america

2. A site about overall patriotism and pride in the US

3. A memorial site for the victims of the 9/11 terrorist attack

4. A site about US travel destinations and vacation spots

5. A site about buying/selling homes or houses

Nice name. My first impression was HomeLand Security, but that concept is being beat to death with an ugly stick! Also the U.S. government and Security director "Tom Rich" may not appreciate a website with the name HomeLand. While having the name HomeLand may be perfectly legal, I'd steer clear of the security concept! The main problem with this name is Trade Mark. I found 124 records on the name HomeLand using the USPTO.gov search. If you can find a use for the name that doesn't conflict with the already trade marked names, then your on to something. You would need to be creative and do some research on the "Live" trade marks to come up with something original and completely different to capitalize on.

I was in such a hurry this morning that I didn't run a TM search on the name before commenting.

Homeland is highly trademarked and Garyted51's suggestion about finding a use for the name that does not conflict with the live Trademark is right on the mark.
