I use the tool FollowersAnalysis to identify influencers.

These are the metrics that you get with the top followers and following of a Twitter account in the FollowersAnalysis report.

• You can find the most popular Followers of the Twitter account
• Find most active followers (followers with the highest number of tweets posted)
• Export twitter following list of any public Twitter account
• Export Twitter followers to Excel of any public Twitter account
• Know followers with the maximum number of likes
• Know followers with the maximum number of lists

You can get Twitter Analytics data from analytics.twitter.com.
If you want to download tweets then you need to use the Twitter API for that.
