This article raises more questions than it answers.

Wouldn't it had been easier if she just closed her curtains/blinds?
Or, did she figure it was a civic duty to press charges against this pervert?
Or, an infringement on her right to be free from anything suggestive?

And, while he was in prison, if he continued his actions. Is his cell considered
a public or private area?

If the woman had videotaped it. And, sold it on the internet.
Would that be a crime?

What I don't get is why they needed binoculars and a telescope to see what was going on if they could clearly see it from their window while sitting on the couch. Why did they watch for 10-15 minutes.
