I need some advice on Music Issues

I am thinking of building a website in which users can listen to music. I will upload music files to server and they will listen it by stream but i wont give any service of download so i will launch a service like a music channel on internet. Is this legal?

Just think of it like this. There are VERY FEW sources of content, whether it be news, movies, music, art, of which you can broadcast on any medium for FREE. To my knowledge you would need to form a license with each recording label representing the respective artist.

Not doing so most likely opens yourself up to be sued for damages once your service grows large enough.

Is this legal?

Not without what is called a "mechanical license" to perform the works. This is a compulsory license similar to that required to operate a jukebox.

how does the music channels on Tvs work ? can anyone inform me for the procedure?

i think it will be too expensive so i should open a shoutcast radio instead.

Shoutcast is good for starting but it consists of lots of ads... unless you pay
There may be a cheap imitation out there that will sort your needs.
