Are there any free programs out there that will let me cut up an MP3 into different files (by time frame) or let me take a time frame out and make it it's own file?

yeah audacity is the best tool for audio manipulation on linux and windows.

Audacity is good I used this in my recording studio and work fine.
You can use Protools too :D
