If someone is interested in becoming an ICANN-accredited registrar, could you please advice where to get the detailed information on the process, documents, required budget, name costs for .com, .net, .org ... qualifications and etc.?

http://www.icann.org/registrars/accreditation.htm

In theory you can do it yourself.
In practice it can take a long of time to set up relationships with the registries etc.
There is one company that helps achieving accreditation, which was avertising here recently: http://www.logicboxes.com/
As a registrar you get rock bottom prices for domains like 6.22 (?) for .com, the downside being the annual fees like $1500 for each TLD that you will be applying for.
If you have say 10K domains under management it makes sense to make the move IMO. I would not mind being my own registrar, after all the only one person you can trust is yourself ;)

you can get a significant "discount" from logicboxes if you allow them to use your login for drop catching.

approx. $6500 recurring cost annually, not including setup cost ($2500).

I think the 6.22 per domain is accurate (with the new 22 cent icann fee). Additionally, you'll probably need a management system/ordering platform or whatever on top - if you use the logicboxes solution it will cost another 20 cents per domain.

There are actually also some "pre-made" registrars out for sale in the market. Basicallly it works by handing over control over the company that owns the ICANN accreditation.

Biggest challenges I've seen so far where:

* Getting the liability insurance, which can be quite expensive, especially if your company is locate in a tax beneficial country.

Some of your running cost (might be a little out of date):

$4,000 ANNUAL ICANN LICENSE FEE
$8,000 ANNUAL VARIABLE REGISTRAR LICENSE FEE (BASED ON CURRENT YEAR FEES, FOR LOW-VOLUME REGISTRARS)
$8,000 INSURANCE (ESTIMATED)
You also need to proof that your company has got at least $70,000 of working capital

That seems like a lot of trouble, to get them for $6.22 most times I get them for $6.95+ .22 = $7.17.

Thats Godaddy with discount applied.... when you have a crap load of domains... being your own registrar is the way to go.

You must be talking about .info

I'd say so too, they (and .name etc. run promotions quite often). But even Verisign (com/net) has had promotions in the past, mostly targeting specific countries.

I would say that becoming accredited for the purpose of saving money is probably the wrong motivation. Protecting your assets can be a better motivator.

I've managed registrars for some domainers before, and protection often if the main reason for becoming accredited.
