have missed it (like I did, sigh):

The purpose of this Notice of Intent to Issue an Advisory regarding the Inter-Registrar Transfer Policy is to allow interested parties 30 days to comment on the proposed advisory. ICANN will consider all comments received at the close of the 30-day comment period. Interested parties have until 19 October 2007 to submit comments at [email protected]. Posted comments can be viewed at http://forum.icann.org/lists/retransfers-comments/.
Time's running out. Make your voice count, especially those who got affected
by "arbitrary" conditions set by some registrars that aren't exactly covered in
the transfer policies.

I like this: A registrant change to Whois information is not a valid basis for denying a transfer request.

No more GoDaddy transfer problems due to a simple whois change

About time ICANNot does something about the GD BS.

Perhaps with the fee increases they (ICANN) will get their act together.
