The IDN community has been in a state of shock since ICANN awarded
CNNIC (Computer Network Information Center of Chinese Academy of Sciences)
the application for the TLD .公司 (The Chinese equivalent of .COM / Company)

Now, with Versign taking the right approach to IDN(.com) Aliasing for it's new TLD's,
the focus now shifts to the Chinese Goverment and CNNIC.

The application guidelines set forward by ICCAN for the provisioning of the .公司 simply might
not square with how the Chinese Government and CNNIC believes the new domains
should be appropriated.

Basically the Chinese Government will expect to keep every domain they think is
valuable which is in direct contrast with Versign's Global and fair Aliasing implementation
for new IDN TLD's.

In Short - the Chinese Government is set to Steal a Bunch of Domains by becoming
the owner of the .COM .公司 TLD.

Unless of course, Fadi Chehadé, ICANN's new President pulls off the impossible and
tells CNNIC 'this is the standard you need to follow and if you don't you will lose your rights to the
.公司 TLD application and it will be awarded to another Registry.'

I am voting for Mr. Chehadé to straighten out this potential fragmentation of the internet.

Here is the email address for the CNNIC .公司 Administrator should you have any questions.

The problem is , If CNNIC is permitted to delegate the .公司 TLD without following any standardized rules,

an internet black hole gets created within the internet DNS system.

While all of the new Versign .COM TLD's (Cyrillic(.ком) , Hebrew(.קום) , Japanese(.コム) ) will resolve correctly,

the Chinese TLD equivalent will drop users into some kind of Black Hole where typing 'IDN.COM' takes you to one

location and typing IDN.公司 takes you some place else. This is fragmentation of the Internet/DNS

System is certainly not the unification goal that IDN's were designed to achieve.

I'm not sure ICANN wants to accept this solution.

Personally I wouldn't trust the Chinese govt for anything, especially as a domainer after the .cn debacle a few years ago.

Everyone should remember CNNIC does not own the rights to the (.COM / COMPANY) TLD .公司 , ICANN Does.

If the CNNIC application can be stopped for non-compliance reasons by ICANN before they get to delegate the

root server IDNers still have a shot at a unified IDN / DNS System which includes the 'real' Chinese .COM TLD .公司.

I can't believe Fadi Chehadé wants the Chinese Government to

delegate this TLD in the first place. Look CNNIC had every opportunity for TLD delegation compliance, and If they

choose not to accept their inherent responsibility to the internet community - Just stop them and put the TLD

back in the pool for a more worthy Registrant.

Fadi Chehadé was not around back when the Chinese Government .CN fiasco occured, but I'm sure under his

watch, he will do everything he can to avoid a repeat of very bad situation.
