Is it possible to reg Ä° instead of i

In some languages the capital letter of i has a dot like "Ä°" not I , is it possible to reg such domains and where ?
I tried it at dynadot and although the domain seemed to be free and regable they refunded me and could not register.

I tried on Moniker and It converts the Ä° to i and could not reg it , I tried at domainsite and had problems while checkout.But domainsite support connected me and gave me the answer.I appreciate their support.

registered a similar, if not identical, string of characters in the
native text (unicode). The central registry bars the registration of
