LOL! The Internet is a network of networks, so almost all downtimes are local; it's just a matter of how local they are. Say it may be your ISP, or that of their upstream provider; or it could be one of the North American nodes, etc. But then there are always alternative routes to get to the same place. I'd say the inability to connect to the rest of the world usually lies in very localized problem, or you'll hear it in the news.
Every month on the 13th they stop the internet for maintenance. They do a backup, fix broken links and check the quality of the content
Seriously though, there have been several attacks on the root-servers recently, as well as major nameservers. I've also been experiencing intermittent access to some sites, including DNF.
