Tried doing that, back-fired ! Got my website network into trouble earlier, then the quality of content got better been posted!

IP blocking reduces the scope, but serious ones use alternate channels like routings, remote computing etc !
yes, definitely helps in reduction of bandwidth / network usage and limits geographical users..

All websites with huge traffic should use these scripts & softwares! Thanks for posting!
