Are these domains worth developing?
I am thinking of spending time and money on these as a portal/directory of realtors/apartments in LA and elewhere.
Your true feed back benifits me a lot.

I like HousingPortal.com, it has potential. Either develop it or approach a real estate company that would use it.

LAHousing.com, not sure.

I do like these names. Not worth developing LAHousing really, personally i would just approach some companies that don't have a internet presence or ones that do, but with names that suck.

For example, http://www.shorttermrentalsla.com/ Now that is one long ugly name. LAHousing might appeal to these people

Any branding, technical or marketing reasons for treating
<X>portal.com and <ABigCity><X>.com differently?

LAHousing can be used by any company in LA providing housing, and doesn't have to be a portal. If its going to be a portal, i would have thought that a new company setting up as a portal would be the only interested buyers. IF there is an existing portal company they will already have their domain name and would only be interested in this name if it had traffic.
