Looking for a custom WP template and photo album

I'm looking to get quotes for a custom wordpress template for my wife's organization;

I'm sure some of the graphics will need to be cleaned up.

I'm also looking for a photo-album plugin. All the ones I've seen don't look good - I'm sure I'm going to have to go with a paid one.

No PSD but I so have a WP template I made with Artisteer.

What are looking for?
Creating a custom WP theme or installing a WP ready theme made with Artisteer?
First case needs a graphic design first to be made, second one has the design made and coded for WP already so you dont really need a custom service.

The site is already running WP - I just need a good theme / template for it. Some have said it looks "unprofessional" (blame that on my less-than-creative mind!).
