Looking for a specific wordpress template

[h=1]What is a web template or plugins that allow me to post location category combined with picture and comments?[/h]I want to do a picture of each state and in it different cities. Each city in each state has its unique scene/ photo. Under each photo, I want to allow viewer comments and follow up comments for the photo. What is a good wordpress template or/ and plugins that cover such features in a website? I prefer wordpress, but I'm open to other options.

A gallery like photo smash that allows comment on the bottom of the pictures would be perfect.

im not quite sure I understand what you are trying to do...
i personally work with joomla, i think it has a ton more features than wordpress: less hacks, and no need to update every week.

have you looked at the extensions community or any paid for templates? btw be careful with those

The site allows visitors/members to upload pictures. Then, at the bottom of each picture, visitors/members can comment about the picture.
